Garbage Management


The Garbage Management Plan, the Garbage Record Book and Garbage Placards.

All ships of 400 gross tonnage or above and every ship which is certified to carry 15 or more persons, must carry a Garbage Management Plan and Garbage Record Book. The Master of the ship should then sign each page when it is complete and the record should be kept for two years once the book is completed. Every ship having an overall length of 12 meters or more must display placards which notify the crew and any passengers of the relevant prohibitions on the disposal of garbage into the sea. These should be written in the working language of the ship’s personnel. However, if the ship visits ports or offshore terminals in a country other than its flag state, these placards should also be in English, French or Spanish.


Prevention of Pollution by Garbage

To achieve cost-effective and environmentally sound results, many garbage management planners use a combination of three complementary techniques to manage garbage:

.1 source reduction;

.2 recycling; and

.3 disposal. 
 


Garbage Management Plan :

→ Designated person in charge of carrying out the plan

→ Procedures for collecting garbage

→ Procedures for processing garbage

→ Procedures for storing garbage

→ Procedures for disposing of garbage



Garbage Record Book :

The garbage is to be grouped into the following categories for the purposes of the entries in the record book:

1. Plastics.

2. Floating dunnage, lining or packaging material.

3. Ground-down paper products, rags, glass, metal, bottles, crockery, etc.

4. Cargo residues, paper products, rags, glass, metal, bottles, crockery, etc.

5. Food waste.

6. Incinerator ash.


Entries in the Garbage Record Book :

→ Person Designated For The Operation

→ Every Discharge Operation at Sea

→ Every Discharge To Reception Facility

→ Every Incinerator Operational

→Any Accidental Discharge

→ All entry should include :

           → Position of the ship during the operation

           → Date and time of operation

           → Amount of garbage in cubic meter

           → Receipt / Certificate ( if discharged to reception facility )

           →Circumstances, reason and remark ( if accidentally discharged )

Plastic Nowhere
Dunnage, Lining and Packing Materials More than 25 NM from the nearest land
General Garbage (i.e.other than above) More than 12 NM from the nearest land. Only if macerated and comminuted*
Food wastes More than 3 NM from the nearest land. Only if macerated and comminuted*
Within Special Areas Only food waste is permissible.
In the Wider Caribbean Region More than 3 NM from the nearest land. Only if macerated and comminuted*
Other Special Areas 12 nautical miles or more from the nearest land.
*Should be macerated and comminuted to pass through a screen with openings no greater than 25mm
